FONSI: Town of Queen Creek, Cibola Water Rights Acquisition

Notice of Finding of No Significant Impact
For the Town of Queen Creek
Cibola Water Rights Acquisition Project
Public Noticed on October 7, 2022 in the Arizona Republic

The Water Infrastructure Finance Authority of Arizona (WIFA) has received a request for financial assistance from the Town of Queen Creek for the GSC Farms water rights purchase of up to 2,033 acre-feet per year of Colorado River surface water rights. The purpose of this notice is to inform the public and request comments.

Upon review of the Environmental Assessment prepared by the United States Department of the Interior, Bureau of Reclamation, Interior Region 8: Lower Colorado Basin (USBR) for the proposed transfer of Arizona fourth priority Colorado River entitlement from GSC Farms, LLC to Queen Creek, WIFA concurs with the USBR’s August 2022 Finding of No Significant Impact (FONSI) that the project neither individually nor cumulatively has a significant effect on the human environment.

The Town of Queen Creek proposes to purchase up to 2,033 acre-feet per year of Colorado River surface water rights from GSC Farm, located in La Paz County, through the Central Arizona Project (CAP). The water transported in the CAP to Queen Creek would be directed to suitable Groundwater Savings Facilities in or in the vicinity of the Queen Creek service area, for Queen Creek to recover and use the water on an annual basis under existing, permitted recovery wells.

Documentation regarding the proposed project is available for review at WIFA, 100 N 7th Ave Suite 130, Phoenix, AZ 85007. All written requests for information or letters containing written comments should be addressed to WIFA at the address above. All written comments must be received no later than 5 p.m., 30 days from the publishing date.
