Contract Packet

The contract packet outlines the contact conditions required for both Clean Water and Drinking Water projects and includes required forms for the procurement process.Borrowers must include the packet with all bidding, solicitation, and contract documents. Please review all of the included materials before bidding. 

Use of American Iron and Steel is required. It includes the following products made primarily of iron or steel. Some examples include the following: 

  • lined or unlined pipes and fittings
  • manhole covers and other municipal castings
  • hydrants, tanks, flanges, pipe clamps, and restraints
  • valves
  • structural steel
  • reinforced precast concrete
  • construction materials

Approved National Waivers
EPA's approved national waivers includes De Minimis, Stainless Steel Nuts and Bolts, Pig Iron and Direct Reduced Iron, and Minor Components in Iron and Steel Products.

Davis-Bacon Requirements
Federal Davis Bacon prevailing wages apply. Payment of the wages, fringe benefits, and overtime rates is required.
The appropriate Federal (Davis Bacon) Prevailing Wage Decision must be physically incorporated into the bidding and contract documents. Additionally, Federal Davis Bacon Laws require the weekly submittal of certified payroll.

Other Requirements
Compliance with the Civil Rights Act and Equal Employment Opportunity Acts are required.
Promotion of Small, Minority, and Women-owned Businesses and participation in Disadvantaged Business Enterprises (DBE) is required.
