PUBLIC NOTICES

WIFA issues public notices for all Advisory Board and committee meetings, environmental review decisions, and public hearings.

Note: All WIFA's Public Notices of Meetings held will be posted on the Arizona Department of Administrations Public Notice Meetings Website at www.apps.azdoa.gov/services/pubmeet2, in the Arizona State Capitol's first floor kiosk at 1700 W. Washington Street Phoenix, Arizona 85007 and on the first floor bulletin board of the Arizona Department of Administration at 100 N. 15th Ave, Phoenix, Arizona 85007.

Effective August 6, 2017, WIFA is part of the NEW Arizona Finance Authority. The WIFA Advisory Board makes recommendations to the newly formed Arizona Finance Authority Board of Directors on policies, loan approvals, and various other WIFA actions. The Arizona Finance Authority Board of Directors meets one week after the WIFA Advisory Board to take action on the their recommendations. Click here for Arizona Finance Authority meeting agendas.

WIFA Rulemaking

WIFA is proposing a rulemaking 1) to reflect recent changes to its governing statutes; 2) to reduce the regulatory burden associated with the current rules for the Water Supply Development Fund; 3) to allow WIFA to fund expanded eligibilities resulting from recent changes to the Clean Water Act (Water Resources Reform and Development Act of 2014); 4) and other minor clarifications, grammatical changes, and technical and consistency modifications.

WIFA’s Notice of Proposed Rulemaking was published in the Arizona Administrative Register on September 15, 2017. This opens the public comment period. Please note the following important dates:
Public meeting: Monday, November 6, 2017 at 1 pm at 100 N. 15th Ave, Suite 103.
Close of public comment period: 5 pm Tuesday, November 7, 2017

Environmental Review Decisions
WIFA issues public notices related to its environmental review of projects.
  • A Categorical Exclusion (Catex) is issued for a project that is eligible to be exempted from the environmental review requirements under A.A.C. R18-15-106(B) and (C).
  • A Finding of No Significant Impact (FONSI) is issued if the environmental information document prepared for the proposed project supports the finding that it will not have a significant effect on the human environment.
For proposed projects that may significantly affect the human environment, an Environmental Impact Statement is required.

Intended Use Plans
Annually, WIFA develops Intended Use Plans (IUPs) to set priorities for the use of our Clean Water (wastewater) and Drinking Water funds. The public comment for the FY 2018 Clean Water and Drinking Water IUPs was from March 16 to March 30, 2017. WIFA Annual Regulatory Agenda For 2017
